Designing Catalysts One of the key goals identified in the discussion of IT as a Tool for Growth and Development is creating an environment in which the energy and resources of thousands of people are given shape and produce tremendous results. For the developing world, the idea is to put technology in to the hands of people and allow them to transform themselves and their economies. For the developed world, the idea is to promote more capability and development of certain kinds of technology at home rather than using technology from abroad.

Perhaps the platform approach of Web 2.0 and the lessons of agile development can play a role in creating the right such catalysts.

• Could the requirements for the catalysts be determined thorugh some agile process?
• Should the catalysts take the form of an API platform?
